More days in which to vote might lead to more voting. But the academic literature has not shown a consensus that this actually happens. Robert Stein and Patricia Garcia-Monet were among the first to look at early voting in Texas. They found that while it did raise turnout in Texas in the 1992 presidential election, the effect was quite small.

But, given the variety of findings, it is not clear that increased voting more than two weeks before the election represents a trend or a temporary increase concomitant with the introduction of new programs of early and absentee voting. Substantial Increase in Absentee and Early Voting since 1980 A number of measures show that prior to 1980, absentee voting was a relatively small phenomenon, but it has increased steadily in the past twenty-five years. The best evidence indicates that the rate of absentee voting from the 1940s to 1980 was relatively stable and amounted to between 4 and 5 percent of votes cast in presidential election years.

Finally, in a few states, I made projections. While I was reluctant to move away from the reported data, there were some holes that I tried to fill in with a combination of information from some jurisdictions, survey data, and other evidence of how voting occurred in the state. One example was Maine, which did not report data about absentee or early voting to the EAC or collect these data on a state level but, rather, kept them in the 517 towns in the state. It was not possible to contact all the towns, and there would have been no 22 ABSENTEE AND EARLY VOTING assurance that they would keep the data or report them in a consistent way.
