Its first report was entitled Trends in International Trade (GATT, 1958). This landmark document is commonly called the Haberler Report. The Haberler Committee was established to examine 'past and current international trade trends and their implications' and to address, in particular, the three issues of the failure of the trade of the less-developed countries to develop as rapidly as that of industrialized countries, excessive short-term fluctuations in prices of primary products, and wide spread resort to agricultural protection.

The mechanism for overseeing the observance of these principles was the Consultative Subcommittee on Surplus Disposal (CSD), a subcommittee of the FAO's Committee on Commodity Problems. As time passed, the members of the CSD gave greater precision to the consultative process by classifying transaction types, devising a workable definition of 'surplus disposal 34 Agriculture in the GATT of an agricultural commodity in international trade', agreeing on the measurement of the 'usual market requirements' that should be purchased commercially, and formalizing the procedures for bilateral consultations and multilateral evaluation of surplus disposal transactions.

3 At the seventh session in 1952 the Netherlands was allowed to retaliate (under the nullification and impairment provisions of Article XXIII) by restricting permitted US wheat flour imports to 60 000 metric tons (BISD IS/33). 4 Section 104 of the 28 Agriculture in the GAIT Defense Production Act was repealed in June 1953, but the dairy import quotas were continued under Section 22 of the Agricultural Adjustment Act. This was not an improvement in the position with respect to Article XI:2(c) since domestic production and marketing were still not being controlled at all, let alone to the same degree as imports.
